In the late 1990s the Central Council Education Committee worked on the formation of an Instructors Guild. The idea was strongly supported by those who felt the need to improve the standard of training in ringing but opposed by others who saw any formal structure, especially one that certified standards, would harm ringing since when PCCs and insurers heard about it they would make it a requirement, and ringing would cease at towers without certified instructors. These views were aired at an open meeting before the 1999 Council meeting in Lincoln, which ruled that accreditation should not be considered until the Guild had been operating successfully for several years.
The idea was further developed (with that constraint) but the logistics of setting it up appeared too difficult. Rather than let the best get in the way of the good the Committee set itself the goal of 'launching something' at the 2001 Roadshow, That 'something' was NRT, see below.

The NRT emerged as a light weight structure with 'subscribers' rather than members. It ran successfully for a number of years. It's most visible activity was a forum for discussing ringing traching and learning, where a lot of good ideas, problems and solutions were shared. Rather than disappearing, as many forms of discussion do, the key topics were summarisedevery month or so. Initially that was for the benefit of people witout email (this was 2001) but they also provided a useful reference for others.
NRT also held several successful conferenhces, produced an occasionhal newslatter, and was able to put people in touch with others near them.
